iCare Board Member Henry Aguda Named by President Marcos as New DICT Chief

President Ferdinand “Bong Bong” Marcos recently named Henry Rhoel Aguda the next Department of Information and Communications Technology (DICT) Secretary on Thursday. Aguda is posed to replace Ivan Uy, who resigned from his post early this month after almost three years of serving as the department’s secretary.  

He also served as UnionBank’s Senior Executive Vice President, Chief Technology & Operations Officer, and Chief Transformation Officer, wherein he led the bank’s overall digital transformation from technology to personnel while ensuring full data privacy compliance.  

Before being tapped as the country’s new DICT secretary, he was also the PSAC Digital Infrastructure Lead, wherein he promoted consumer protection and streamlined government processes through the Anti-Red Tape Act.  

Aguda was previously the UnionDigital president and executive officer. He was also a Chairman of the Board at City Savings Bank and was a Member of the Board of Directors at iCare, BancNet, and Institute of Corporate Directors PH.  

HENRY RHOEL AGUDA

With Bachelor of Science in Mathematics and Juris Doctor in Law, both from the University of the Philippines Diliman, Aguda launched his career at Manila Electric Company (MERALCO) as its Corporate Data Network Section Manager. 

Aguda has a background in telecommunications, banking, and technology. He was a former Board Member of the Philippine Clearing House Corporation, formerly leading its IT Steering Committee.  

He was also the previous Senior Vice President and Chief Information Officer of Information Systems Group of the Globe Telecom for three years. Before joining Globe Telecom, he served as the Senior Vice President and Chief Technology Officer of the IT Group at Government Service Insurance System.  

Aguda is currently a lecturer at the University of the Philippines Diliman Technology Management Center, a global faculty mentor at the Asian Institute of Digital Transformation (AIDT), and a director of its (AIDT) Academic Advisory Board.  

He has been a recipient of the Five Pillars – Corporate Governance (Individual Category) given by the National Association of Data Protection Officers of the Philippines and has been recognized as one of the Top 10 ASEAN banking leaders on Digital Reinvention.  

Recently, Aguda received the Privacy Advocate of the Year 2021 Award from the National Privacy Commission. In the same year, was awarded as the Chief Technology Officer of the Year 2021 for Southeast Asia during The European Global Banking and Finance Awards.
