Strong governance depends not only on visionary leadership, but also on independent oversight. At iCare, Goh Tho Suan brings more than three decades of international experience in internal audit, enterprise risk management, regulatory compliance, and corporate governance, helping ensure that the Company’s growth is supported by transparency, accountability, and disciplined oversight. 

As an Independent Director, Mr. Goh provides objective guidance to the Board, drawing upon a distinguished career spent strengthening governance frameworks across some of Asia’s most respected financial institutions. His expertise in audit, risk management, and regulatory compliance supports iCare’s commitment to maintaining the highest standards of corporate integrity, operational resilience, and stakeholder confidence. This strong governance foundation has supported iCare’s continued transformation into one of the Philippines’ top three Health Maintenance Organizations in terms of membership fee revenue, reflecting the confidence that employers, organizations, and individual members continue to place in the Company.  

Throughout his career, Mr. Goh has held senior leadership positions overseeing enterprise-wide internal audit functions across multinational organizations. He served as Head of Group Internal Audit for American International Group (AIG), American International Assurance (AIA), and Tokio Marine Life and General Insurance Ltd., where he led comprehensive audit programs across multiple jurisdictions. In these roles, he advised Boards of Directors, Audit Committees, and senior management on corporate governance, enterprise risk management, internal controls, and regulatory compliance. His work strengthened organizational accountability while helping these institutions navigate increasingly complex regulatory and business environments. 

Earlier in his career, Mr. Goh held senior audit and leadership roles within global financial services organizations, where he oversaw audit portfolios covering life insurance, general insurance, banking, private wealth, and real estate. This breadth of experience gives him a well-rounded perspective on governance and risk, enabling him to provide practical and independent insights on matters involving financial stewardship, operational resilience, and long-term corporate sustainability. Proficient in English and Chinese, including Mandarin, Hokkien, and Hainanese, Mr. Goh also facilitates effective engagement with regional stakeholders and contributes to productive cross-border collaboration at the Board level.  

Mr. Goh’s commitment to professional excellence is reflected in his credentials as a Fellow of the Life Management Institute (FLMI) and his long-standing membership in the Institute of Internal Auditors. He has also completed advanced studies in business and specialized professional training in Enterprise Risk Management, the Sarbanes-Oxley Act, and the internal auditing of financial institutions. These qualifications reinforce his deep understanding of governance, regulatory compliance, and effective risk oversight.  

As iCare continues its growth journey, Mr. Goh’s independent perspective strengthens the Board’s ability to exercise objective oversight while promoting accountability, ethical leadership, prudent risk management, and continuous improvement.
